Add a "Check FAA Drone Restriction" workflow to scheduling page

A feature when clients ordering services that include Aerials, that they are informed at checkout that FAA verification must take place before scheduling, and a Check FAA on scheduling page when Aerial is part of an order with required input of something like:

• No Fly Zone - Waiver Req.

• Limited Flight - Max Height

• No Flight Restrictions

Once verification is completed, the "Scheduled" SMS or email to client includes the (No flight restrictions OR if limited/restricted) the client has an opportunity to order alternate services.
